Judge Heaney Publishes Book on School Desegregation in St. Louis
On Tuesday, November 9,
2004, Judge Heaney was in St.
Louis, Missouri, to sign copies
of the book he co-authored
with Dr. Susan Uchitelle called
UNENDING STRUGGLE: THE LONG ROAD TO AN
EQUAL EDUCATION IN ST. LOUIS.
The book recounts the history of efforts toward
equal education for African-Americans in St.
Louis. After providing some background on the
antebellum and reconstruction eras, the authors
detail the legal road to the case of Liddell v.
Board of Education of St. Louis and the resulting
court-ordered desegregation plan. The book
provides commentary from students, teachers,
administrators, and officials who participated in
the plan.
As a judge for the U.S. Court of Appeals for the
Eighth Circuit, Judge Heaney participated in
numerous appellate rulings that affected
desegregation issues in Missouri as well as
Arkansas and Nebraska. Dr. Susan Uchitelle is a
consultant and former executive director of the
Voluntary Interdistrict Coordinating Council,
which was responsible for implementing the
interdistrict portion of the St. Louis
desegregation plan.
