Judge Donovan Frank Receives Award Public Service Award
U.S. District Court Judge
Donovan W. Frank was
recently named the 2006
recipient of the Elaine R. “Boots” Fisher Award
by the Federal Bar Association. He received the
award during the Federal Bar Association
National Convention which took place August
23-26 in Las Vegas, Nevada. The award
recognizes exemplary community, public, and
charitable service by members of the association.
Judge Frank serves as Co-Chair of the Minnesota
Chapter of the FBA’s Diversity Committee. His
previous work with the Minnesota Supreme
Court Racial Bias Task Force remains a strong
influence on the Diversity Committee’s work. He
was instrumental in facilitating and is a member
of the Minnesota Chapter of the FBA’s Federal
Transportation Program, which reunites out-ofstate
female inmates with their dependant
children. He has also been active in the Open
Doors for Justice Program, which communicates
the importance of the Bill of Rights to high
