New Judge for Eastern District of Arkansas: Holmes
On July 6, 2004, the
Senate confirmed the
nomination of Judge
James Leon Holmes to
the U.S. District Court
for the Eastern District
of Arkansas. He will
take the seat vacated by
Judge Stephen M. Reasoner, who assumed senior
status in September 2002.
James Leon Holmes was born in Hazen,
Arkansas, in 1951. He received his bachelor’s
degree from Arkansas State University in 1973
and his master’s degree from Northern Illinois
University in 1976. He continued his studies and
received his Ph.D. from Duke University in 1980
and his law degree from University of Arkansas in
1982. While in law school he worked as a law
clerk at the firm of Katz, McAndrew, Durkee, and
Telleen from 1980 to 1981.
From 1982 to 1983 he served as a law clerk to the
Honorable Frank Holt at the Supreme Court of
Arkansas. In 1983 he became an associate at the
firm of Wright Lindsey & Jennings in Little Rock,
Arkansas. In 1989 he moved on to the firm of
Williams & Anderson (Little Rock) where he
became a partner.
In 2000 he became a partner in the firm of
Quattlebaum Grooms Tull & Burrow (Little
Rock), where he worked until his appointment to
the U.S. District Court of Arkansas. During this
time he also served as an adjunct professor at the
University of Arkansas School of Law.
Judge Holmes was sworn in on July 19, 2004, and
his investiture took place on August 9, 2004.
